Regulatory Reform Fire Safety Order (RRFSO) 2005

Background

The RRFSO 2005 regulations were introduced to England and Wales on 1st October 2006. Scotland and Northern Ireland have also produced their own Fire Safety Regulations in line with the RRFSO. The regulations merge together over 70 separate Fire Safety regulations into one piece of legislative document.

 

Why the change?

  • To simplify, rationalise and consolidate existing Fire Safety legislation

  • To align Fire Safety legislation to Health & Safety law    

  • To define the role for a Person who is Responsible Fire Safety within an organisation or business

 

Significant changes

  • Companies employing 5 or more must have a Written Fire Risk Assessment

  • The Voluntary and Charitable sectors will no longer be exempt from Fire Assessments

  • The onus of Fire Safety will be firmly put onto the ‘Responsible Person’ (owner / employer / occupier or landlord) who is legally responsible for ensuring a Fire Risk Assessment is carried out

  • The Fire Safety Orders main focus is on Fire Prevention and Protective Measures (Risk Assessment)

  • There are also many other requirements that are linked and adjoined to Health & Safety Law

 

Not just legal, but common sense

England & Wales

  • RRFSO introduced 1st October 2006

Scotland

  • Fire Safety (Scottish) Regulations introduced 1st October 2006

Northern Ireland

  • Fire Safety (Northern Ireland) Regulations introduced 15th November 2010

Fire Risk Assessments!

  • Must be suitable and sufficient.

  • Must be produced to a Fire Safety Inspector on request (Fire Service / HSE)

  • Responsible Person must ensure that:

  1. Fire Risk is assessed (Fire hazards, fuels, ignition & oxygen)

  2. Identify who maybe especially at risk

  3. Evaluate, remove, reduce and protect from risk (especially means of escape)

  4. Record, plan, inform, instruct and train

  5. Review and audit measures accordingly
